Drupal has defined some imho really nice categories for describing the maintenance and development status of the project. I think it makes sense adding them to the plugin repository either as special tags that get some icon and tooltip explaining their meaning or as separate fields.

The problem I see with these kind of classifications is that they probably won't be updated. Someone will create a new plugin and mark it as "actively maintained", then life kicks in and the original author vanishes. Who will update the status?
Eventually we can add a tag that invites for action like !seekingmaintainer. I would not add tags for if things are wellmaintained, because it does not invite to action if that is changed.
