Listing new photos at top of the list in the manager vs. at the end

I have a client that wants the sorting in the manager to be just the opposite of what it is now. He wants new images to be shown at the top of the list, and he wants to have them show up on the frontend at the top of the list, but also then be able in the manager to shuffle them around as is. So basically it is just a reordering when the new images are saved.
