That may be the case but I don't think this is an issue with the gradle tooling. You can try and complain to Atlassian about Jira being slow.

This is definitely not this project issue. And this is not only for JIRA, but for used to be for http://spring.io/ as well. This is China issue.
Most webmasters expect if they put something on CDN/cloud, it will be quick everywhere.
But in fact it is not. And even may be contrary effect.

Issues was raised to raise Spring team awareness of China issue.
