Introduce a Spring Native parent pom

Putting directly dependency and plugin in the parent pom are causing serious problems when publishing them and I am not sure that's a best practice, so projects just need to declare the spring-native dependency and spring-aot-maven-plugin plugin, I think that's a reasonable trade-off.
