An alternative to the WebContentGenerator for use with the reactive HTTP request and response exploring the option of a delegate vs a base class.

On further thought we might be okay with what we have already with the CacheControl builder. Certainly for resource handling it should be enough. Also for the ResponseEntity case we are covered with setting CacheControl on the headers.

Brian Clozel if you agree I will resolve this for now until we have more concrete idea if anything further needs to be done.
