Issue Reporter does not include dependency or version info

When reporting an issue with the Issue reporter, the version and dependency information is not included.

Okay, it seems that this information is provided if the Issue reporter is launched by an internal Spyder error (see #15181). The current issue only applies to launching the Issue reporter from the menu bar Help->Report issue...

This issue seems to have been resolved. See the test issue I reported from the Issue reporter via the menu bar (#18072).

Yep, I forgot about this issue but I fixed it in PR #16899.
