moveTo feature failing in firefox

Looks like this is an upstream problem. Firefox 59 is supposed to address this. see mozilla/geckodriver#901

Perhaps we should consider providing a JS shim or workaround anyhow?

Confirmed in build 266 that using Firefox 59 (beta) allows tests to pass for moving to an element. However, tests/features/moveTo.feature:22 Move to the element with a too large offset is still failing with the beta.

Note that as of March 13, Mozilla Firefox 59 is released and Firefox 60 is available as well.

For now, we will consider moving with too large offset unsupported for firefox. This scenario has been marked with the @skip_firefox tag.
