The mod in question is a toggleable feature of Overlay Tweaks by Microcontrollers.

I'll just disable his version of the tweak & install raised with appleskin compat.

Edit for future reader clarity:

• (IF USING: Overlay Tweaks) Disable all HUD related tweaks set by Overlay Tweaks.
• Install Raised.
• Install RaisedxAppleskin (Modrinth > Raised > CLICK ON preferred version to show add-on downloads)
