Some current selections are lost if user form is re-rendered because of invalid data.

If the user form is submitted with invalid data, the current selections for office and department may be lost.

This is because these selects are cleared and re-populated when the page loads.

Probably need a way of storing the current selection, then restoring it if it is still valid after repopulating the select options.
