You should be able to use hexes using this format: &x&F&F&F&F&F&F, replacing the FFFFFF with your hex code, example: &x&A&7&8&0&4&2 is hex code A78042
I'll investigate MiniMessage, however I've already tried experimenting with it a ton and it didn't go well
