sacct does show running jobs anyway

maybe we could just remove the --state parameter to the sacct call here: https://github.com/stackhpc/slurm-openstack-tools/blob/bacbf41fd276d4478c44ec5356d048db89128b67/slurm_openstack_tools/sacct.py#L15

that seems to return everything. Would need to check the combos for what/when is returned.
