Summary

As of now, stackql only uspports strict TLS adherence when the server is so configured. while this is definitely desirable in prodcution for many use cases, it is reasonable to permit other scenarios.

Acceptance criteria

Richer server behaviour configurable per postgres and libpq doco, WITHOUT WEAKENING STRICT PRODUCTION BEHAVIOUR.
