Update Nakamoto Testnet to use regtest instead of Bitcoin Testnet #4736

we have a viable regtest-btc env running the p2p fw. restricting unwanted blocks to prevent reorgs is a critical functionality we need in order to prevent regtest from following the wrong chain from a bad actor. |

Current Bitcoin Testnet reorgs and forks have rendered Stacks Testnet unusable. We need a stable Public Testnet ASAP.
The plan is to update Nakamoto Testnet to use Regtest which is far more stable with shorter stacking cycles so we can resume Signer Onboarding here.
Going forward this will be our default Testnet instead of the current Primary Testnet for all onboarding and testing
