New github labels for project management repository

As we are refining the process and creating a new agenda format, I added a few labels to help better organize the issues.

• mtg-agenda this replaces the original "call" label for the agendas, and will be used with each agenda moving forward
• mtg-action this represents issues that should be in the "action items" section of our agenda
• mtg-discuss this represents issues that should be in the "open discussion" section of our agenda
• mtg-notes this represents single-action tasks for notes, including tasks such as adding notes for a previous call or updating the raw transcript for existing call notes
• mtg-update this represents single-action tasks for updates, including writing a regular update to the updates repository, and simultaneously using the information for the forum, blog post, or other aspects of the marketing plan

The motivator behind this change was two-fold:

1. To help identify issues that should be on the agenda, where they go, and leave room for additional criteria, i.e. all mtg-action items should have an assignee
2. To help identify tasks that need to be completed for the foundation's general operation, and to produce regular notes and updates from each meeting
