Summary:

R and RTools will soon be providing versions for ARM64 Windows, with experimental nightly builds already available.

We should investigate any patches needed for building under ARM64 windows with this toolchain.

I've got an arm64 windows install (via parallels on an M1), so I can take the lead on this
