Summary:

gamma_cdf function reports errors about a Scale parameter, but the documentation calls it a Rate parameter.

Reported by John Yao on stan-users.

Current Output:

Exception thrown at line 13: gamma_cdf: Scale parameter is -0.100042, but must be > 0!                   1

Expected Output:

Expect to match the doc, which says Rate parameter. One is wrong and needs to be fixed.
