Describe the bug

Write-RegEx -If -Then could be useful for creating balancing groups, if it produced valid RegEx.

To Reproduce

Write-RegEx -If Foo -Then ?!  # produces an invalid RegEx:  (?(Foo)(?:?!))

Expected behavior

(?(Foo)(?!))
