Proposal - Variable amount of power down, no more than 1/13 of the total due #1521

This ability is available via the third party wallet Vessel. @sneak - is powering down less than 100% a 'power user' feature, or something that would be good to add to condenser? |

Use case: I have 13,000 SP and I start powering down. The amount of the weekly SP converted to STEEM is 1000 (1/13). But say I want only 200 STEEM / week from that. Currently, the only way to handle this is to stop powering down, power up 800 STEEM from what you received and then start powering down again.
I propose to change that, so that the user can choose the amount they want to power down. The amount chosen should be lower than 1/13, but it should be consistently carried on for a full powering down cycle (13 weeks).
Ex: I have 13,000 SP and I choose to power down 200 / week. Each week, from my SP account I will have 200 SP converted to STEEM. Powering down more than 1/13 (in this case, more than 1000 SP) should trigger an error and stop the operation.
