Proposal - Variable amount of power down, no more than 1/13 of the total due #1521

Use case: I have 13,000 SP and I start powering down. The amount of the weekly SP converted to STEEM is 1000 (1/13). But say I want only 200 STEEM / week from that. Currently, the only way to handle this is to stop powering down, power up 800 STEEM from what you received and then start powering down again.

I propose to change that, so that the user can choose the amount they want to power down. The amount chosen should be lower than 1/13, but it should be consistently carried on for a full powering down cycle (13 weeks).

Ex: I have 13,000 SP and I choose to power down 200 / week. Each week, from my SP account I will have 200 SP converted to STEEM. Powering down more than 1/13 (in this case, more than 1000 SP) should trigger an error and stop the operation.

Benefits:

  • more flexibility for the end user
  • potentially more SP in the platform
  • avoiding misleading information for price analysis (powering down is a metric used by many analysts as an indicator of the network health, but as it is now, this number can be misleading, not all the amount powered down is transferred to exchanges)

This ability is available via the third party wallet Vessel. @sneak - is powering down less than 100% a 'power user' feature, or something that would be good to add to condenser?
