I will adjust so a 25 or better rep (in addition to vote weight) is used when deciding if a post has been collectively upvoted or downvoted.

This feature will take effect after steemd is upgraded. A synchronized upgrade is not necessary.

FYI: this will not work yet. It looks like the back-end still needs to be updated. That is all that is needed for it to work.
