TN: Use debug generate blocks to bring Bootstrap node into the near past

As a testnet, I want as small block gap as possible between when my Bootstrap node votes in new witnesses and my Seed/WN0 begins producing blocks using those witnesses. ... So that the blockchain does not reset the witness keys with the shutdown witness virtual op.
