NightWatch notifications cause media volume increase to 100% #43

Steps to reproduce:

1 - Load Google's music application and start listening to any song.
2 - Receive Nightwatch audio alert. NightWatch audio is correct system volume. Media volume temporarily increased to 100%.
3 - Wince in pain as ears are blasted out.

Device is a Nexus 6 from Motorola and running Android 5.1.1.

I can confirm this on a Nexus 4, 5, and 7, all running 5.1.1.

If you turn off "Override silent" then it wont happen, unfortunately this is a product of the hacky way we need to get past silent mode... There are other ways to get past silent mode but they dont work on certain devices. I can look into having it set the volume down on a timer as well
