Sepiola does not recover from configuration directory loss

In the previous version, Sepiola was able to recover from a configuration directory loss, see

While most of the code seems to work, the new part which relies on $HOME\.sepiola\.ssh\config does not: I get a rsync exited with exitCode 255 (Can't open user config file C:/Users/storm-win7/.sepiola/.ssh/config: No such file or directory [...]).

Also, please make sure that the installer does not create any data in $HOME\.sepiola since Sepiola will otherwise not be multi-user capable. All files and directories in $HOME\.sepiola must be created by Sepiola itself.
