Codeigniter folder is not taken #7

I'm sorry but i don't understand how your generator work.

When a start a new project i have a index file but it's not into a CI folder.

When i run grunt build the codeigniter folder is not taken so i have just the index file it's like i dev without using CI.

And when i run grunt serve i can change what i want into the CI folder it's not taken (because it's not taken into the build)

It's normal ?
