Zooming out will not center if areas outside of map become visible #4

Zooming out will make more area visible, and this includes area outside of the map's boundaries.
It would be nice to:

cap zoom-out at the width/height of the rendered map
auto-center the view if zoomed out near a boundary to prevent off-map area becoming visible
