Add a cmd cm cluster upgrade

A cm cluster upgrade will have for
Args: a csv list of clusters.
if args not present then all clusters will be upgraded
Parameters:
--from-version: Upgrade only cluster having the specified version. if omit then no constraint on version
--to-version: The desired version, if a cluster is already or above that version, no action will be taken.
--dry-run: will list the impacted cluster with their current and future version.
