[cypress tests] createPolicy() function in cypress tests does not handle policy update

When using createPolicy() for a policy which already exists, a pop-up window asking whether the policy should be updated appears. We should update createPolicy() to be able to handle this pop-up, most probably by adding a new parameter update=false/true that would drive the behavior.
