Attempt to parse variables even if email data doesn't have the variable

A member tried to use a variable in an email that was not available for that email type - would it be possible to add a "catch all" filter to try to locate data for email template variables (i.e. !!membership_level_name!!) when it is not available or found.

I am also adding an issue for this to the Core Plugin for consideration.
