Smart playlist match unrated issue

Describe the bug
I make a playlist to march on a certain genre AND to match songs that have not been rated yet.
My collection is about 95,000 songs.
When Selecting Equals and no selection on the stars, 0 songs match in the collection.
If I instead select LESS THAN and half a star, I get many hundreds of hits in the collection.

I believe that these two actions should match the same amount of songs.

To Reproduce

1. Have a large collection of properly tagged music, some of which is unrated.
2. Create new Dynamic playlist select AND
3. Select matching on Genre and type in the string you want to match on
4. Add a new criteria, and select match on rating. Do not select any stars.

Expected behavior
I expect songs that have no rating and matching the Genre to match
