Treat Payment Centres as shops

I noticed that amenity=payment_centre are not asked about their name and opening hours. It would probably be simple to just treat them as a kind of shop and add them to the quests that ask data about shops, as they usually occupy similar spaces (i.e. a vacant shop could easily have become a payment centre).
