Add strict_check method to StrictDecode

For checking internal data consistency upon decoding operation

impl<const VERSION: u8> StrictDecode for ___ {
  fn strict_check(&self) -> Result<(), DecodeError> {
    // ...
  }
}

The method should have a default implementation which should not error.
