Currently, submit_fraud_proof extrinsic does not pay for storage, and the farmer has no incentive to include it in the block. If the fraud proof is valid, we could give the farmer who included it in the block a portion of the slashed stake.
As a minimum, it could be the transaction_byte_fee * fraud_proof_size.
