[7] [DFN[Living Standard]] モデルは、特定の条件や締め切りを設定して[[仕様書]]を「完成」
させることを目的とせず、[[相互運用性]]の向上と新機能の開発を継続的に進めていく[[標準化]]形態です。
[8] かつては[[標準]]化する技術を記述した文書を[[原案委員会]]で製作し、
予め定められた[[標準化手続き]]に則り上部組織や参加企業などの正式な承認を経て[[標準]]として定め、
実装に供するのが一般的な形態でした。しかし、とりわけ [[Web]] 分野では、
技術開発が非常に高速であることや、[[標準化団体]]の運営方針と関係各社の事業方針が必ずしも一致していないことから、
従来の[[標準化手続き]]では実態に合った標準仕様を開発し[[相互運用性]]を高めていくことができないと考えられるようになってきました。
* 標準化団体
[9] [[WHATWG]] は2011年に従来の[[標準化手続き]]を事実上廃止して [[HTML5]] を
[[Living Standard]] としました ([[HTML Standard]])。
これが [[Living Standard]] モデルの始まりです。
(正規の[[標準化団体]]によらない[[仕様書]]など、事実上 [[Living Standard]]
モデルといえるものはこれ以前からありましたが、従来型の[[標準化手続き]]を明確に否定し
[[Living Standard]] という言葉を使って説明したのはこれが最初です。)

[10] [[W3C]] は既存の[[標準化手続き]]を頑なに守っていますが、
その多くの [[Web]] 技術の仕様書は [[ED]] を公開しており、
各社は ([[W3C勧告]]ではなく) [[ED]] に基づき実装を進めていますから、
実質的に [[Living Standard]] モデルを採用しているともいえます。

「○○ Level 1」、「○○ Level 2」といった形で[[仕様]]を「完成」
させてからより拡張された版の開発に移る開発モデルを採用している仕様もあり、
純粋な [[Living Standard]] とはいえない折衷的なものとなっています。

[[W3C]] は [[Living Standard]] モデルに強く影響された開発モデルを
[[Evergreen Standards]]
と呼んでいるようです。
