どちらもフィリピン人の行政トップのポストから発出した[[政令]]で、

両者の内容は概ね同じですが、

[[通年夏時刻]]の[[標準時]]化にはどのような意義があったのでしょうか。
[[通年夏時刻]]化からわずか11日後の決定ですから、
それを機会に誘起された議論の結論と見るのが妥当でしょう。
[[フィリピン]]側に積極的に[[標準時]]化する動機は無さそうです。
[[日本]]側にも、既に時刻が一致しているのにそれ以上の措置を求める必要があったのか疑問です。
一方で、
先に[[フィリピン]]側が消極的だった可能性を指摘しました (>>373) が、
実態がほぼ変わらないとすれば、
渋る理由も謎です。

このほとんど変わらない「改正」が、
[[フィリピン]]の住民にどれだけ浸透したものかも不明です。
「何もしない」が継続するだけなのですから、
