Large files being uploaded take a long time and sometimes time-out

In the past there have been reported cases of users uploading large files (many hundreds of GBs) having them timeout. We can tell CarrierWave to use a move instead of a copy to make this more efficient. see https://github.com/carrierwaveuploader/carrierwave#large-files
