If multiple windows are opened and user presses File > Exit, when they open SumatraPDF, all windows should be restored instead of the last window closed.

It usually does restore all previous tabs per session but may not restore multiple windows even if opened from a single session.

Please test with current pre-release since it is possible your unknown version may be different and only pre-release can be changed.
Settings Options must include "Use tabs" and "Remember opened files" both Checked
There must be two or more tabs active when session is closed thus multiple single file windows would not be reopened.

If the above is true then current 3.4.14025 works for me. Two windows with two tabs in each will reopen

Using update will close all and re-open thus "should" restore all tabs as they were
Using menu File > Exit should also restore all tabs next time unless the file locations were changed.

Same for Ctrl+Q or Alt+F4 or Top Right X

With all the latest changes Curent pre-release behaves as designed thus closing

Using 2 or more windows
With two or more files active when closed via file exit (default is Ctrl+Q) which is SumatraPDF method
Will if remember opened files is active, "Restore Multiple Windows"

Oddly there is a bonus effect that if the second window only has one tab then opening a new file will open both and second window includes the single tab previously remembered.
