どちらもやってることは同じ. netlify ディレクトリから呼び出しの状況に応じて必要なファイルを cp しているだけ. production では hugo のビルドのみ. deploy-preview 環境では Netlify Identity で管理される権限を持たないと サイトを見られなくしている.
