Disable Auto restart after running cookbook

Each time the cookbook runs on a server the mongod process is restarted.
Please allow for an option to disable this, or remove it completely from the cookbook.

For us this does not happen - but it does this on every configuration change in /etc/mongod.conf - which is not always cool as you don't want to restart Mongo for every change there. This is pretty dangerous feature.
