Using elFinder, I am connected to a storage bucket. After I make a new directory, it is visible, until I reload the page.

The directory is still present in the bucket, but is simply not loaded again.

Can I stop all forms of caching? I think that's the issue.

I created a new sub folder in elFinder, named it and it then came up saying it could not make the folder.

I then checked in the GCS console, and the folder was there.

Reloaded elFinder, no sub folder.

Pretty sure this is another issue related to the one you have just fixed in the PR
