After the user pays for the service, and the tenant never get save correctly.

I expect a new entry to be added to tenants.json and also a new directory added to sites/tenant. Also, in the tenants folder, I would also expect the tenant secret to get stored in tenant folder user appsettings.json

Unfortunately, the tenants.json never get updated and the site/tenant folder never gets created.
