feat(RequestBody): set default true for 'send empty value'

Description

• Change default behavior of Allow to skip submitting empty values in form data #5830 to "allow empty values".
• Provides a hook for future implementation to assign a configuration variable

Motivation and Context

Fixes #6203

Changes default to "allow empty values", instead of "skip empty values"
