Choose a license for /v2/schema.json file

Can we have this file published under a libre/open source license?

Because it seems there is no license stated so it can't be shipped in Linux packages for example.

Which means no caching, which requires contacting swagger.io which might be unreliable due the network or
the URL being down, such as now.

Is it actually under Apache 2 license?

Technically it is, but that's a question that should be posted under the OpenAPI Specificatioin.
