What terminal emulator is that? The title bar doesn't seem to be "detaching" but instead your terminal emulator window seems to be rendering transparency around its contents. If you look closely, you can see the window border and title bar always stays attached.
its foot, i dont think its support transparency. and I am using default config only
and like i said, this doesnt happen when i resize using keyboard shortcuts. only via mouse pointer.

Resizing using via keyboard does it by a discrete amount (10px), so it's probably lining up with the character size for foot or something. Try changing the resize amount to something like 7px and see if the behavior changes. In addition, see if changing the font size of foot (using Ctrl++ and Ctrl+-) affects the "detachment".
Also, are you using sway or swayfx? Nvidia GPU? Does this happen with other windows?
I'm also using foot on sway 1.9 and cannot repro this bug.
