[ CRITICAL ] CHECK_BUILDS_SWIFT_VERSIONS_SUCCESSFUL failed: Swift version without successful builds: 5.7 [component: alerting]

fired when we had few builds and the one package that came in had all build failures on 5.7. We need to limit this to when we have sufficient builds.
