I have finally make dll workflows run concurrency, and I also add a workflow_dispatch trigger on it. So here's how you build your own DLLs using github workflow.
Login your Github account and fork swow/swow (or update your fork with latest commit).
When forking done, open "Actions" tab, enable actions.
Find releases workflow on the left, click it
There will be a "This workflow has a workflow_dispatch event trigger." hint, click the grey "run workflow" button and green "run workflow" button to start workflow.
The workflow will start, wait it done (about 5 min), open its page, download its artifact, all dlls is there.
