Having the ability to set charge limit at 80 % and to start back up at 40 % or any other range would help improve battery life.

The EC has this functionality [1], it's just not persistent across EC resets [2].
They're exposed through the standard sysfs properties charge_control_{start,end}_threshold.

This doesn't work with the laptop's power switched off right?
If you unplug it, no. That causes the EC to reset.
