The point is that all plugins need to build if they are to support SFX.

Specifically for CSS, we solve this issue by providing a separate compilation pipeline into a separate CSS file that can accompany the SFX bundle.

Potentially CSS could inline, and have a reduce function.

All of these are being tracked in separate issues.
