Remove all bootstrap javascript dependencies

We plan to remove all Bootstrap javascript dependencies from this project. In most cases, this will be replaced with our own state-based logic, for example hiding Alerts, but in other cases, it makes more sense to use existing libraries to replace the functionality for example Popovers and Carousels.

• Card options
• Dropdowns

• Form input mask
• Alerts dismissing
• Nav
• Button dropdowns
