debian ftbfs bug: hmqv.h not found

It looks like the build fails because of this include directive: https://github.com/tahoe-lafs/pycryptopp/blob/master/src-cryptopp/eccrypto.h#L19

aha! interesting. i must've broke the build somehow with the upgrade to cryptopp 5.6.5. i'm not sure why but i cannot reproduce the build failure on my system... although i'm rocking debian testing via subgraph. i'll try again on a debian jessie system soon.
