[web] add raised button to add teams

Instead of the floating button, we should have a raised button below the table.

Question: what should we do on the empty screen? There is no table displayed.

Usually I let the table as is, but add a full width row with a message like:

You haven't any team created yet. Let's create your first one

This would look to CRUD-ish for me. I really like the "non ideal states" like http://blueprintjs.com/docs/#core/components/non-ideal-state. GitLab has a blog post about it, but I cannot find it..
