[TP/CON]: Floating dropdowns

Describe the bug
When the dropdown menu is open and the user scrolls the page (or modal), it moves up and down from the corresponding input field.
This issue appears on 'Sign-up' page for a jobseeker, in 'Professional Experience', 'Education', 'Important Details' and 'Languages' in the job seeker profile, and in 'Job postings' in the company profile.

To Reproduce
Steps to reproduce the behavior:

1. Go to 'Sign-up'
2. Click on 'Current ReDI Course' and see a dropdown opened
3. Move the cursor away from the open dropdown and scroll the page up/down
4. See a dropdown floating up and down on a scroll

Expected behavior
When the dropdown menu is open and the user scrolls the page (or modal), it should stay attached to the corresponding input field.

To whoever fixes this bug:

Make sure to test the fix on mobile. This "bug" might actually be related to a "fix" that I implemented for making the dropdown appear properly on mobile devices.
